Abulfazel Nazeri is an “involved person” within the meaning of the Russia (Sanctions) (EU Exit) Regulation 2019 as through his role as the vice chairman and member of the board of directors of the Paravar Pars Company he is therefore associated with Paravar Pars company, which itself is an “involved person” by virtue of providing or making available technology that could contribute to destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine.
