Abolghasem Valagohar is an “involved person” within the meaning of the Russia (Sanctions) (EU Exit) Regulation 2019 as through his role as a director of the Paravar Pars Company he is associated with Paravar Pars company, which itself is an “involved person” by virtue of providing or making available technology that could contribute to destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine.
