ALEKSEY MIKHAILOVICH VOROTNIKOV is an involved person within the meaning of the Democratic People’s Republic of Korea (Sanctions) (EU Exit) Regulations 2019 in that he, as Director of Toplivo Bunkering Company, has assisted the contravention or circumvention of any relevant DPRK-related provisions, specifically UNSCR 2321 (2016) and 2371 (2017), in that he allowed UN designated vessels to bunker in the berth of the Toplivo Bunkering Company at the port of Vostochny.
