Alexander Dmitrievich BEGLOV is the Governor of Saint Petersburg. Through his public platform as Governor of Saint Petersburg, he has promoted and justified the invasion of Ukraine. There are therefore reasonable grounds to suspect that BEGLOV has provided support for, and/or promoted a policy or action which has destabilised Ukraine or undermined or threatened the territorial integrity, sovereignty or independence of Ukraine.
