Muhammed AL-SALTI is the Commander-in-Chief of the Palestine Liberation Army. Muhammed AL-SALTI is an involved person under the Russia (Sanctions) (EU Exit) Regulations 2019 because AL-SALTI has been recruiting Palestinians refugees to fight alongside Russian forces in Ukraine. Therefore, AL SALTI is engaging in and providing support for actions or policies that have which destabilised Ukraine or undermined or threatened the territorial integrity, sovereignty or independence of Ukraine.
