BUBNOV is the Deputy Minister of Youth, Sports and Tourism of the so-called Donetsk People's Republic. BUBNOV is an involved person under the Russia (Sanctions) (EU Exit) Regulations 2019 because he engages in and provides support for policies and actions which destabilise Ukraine and undermine or threaten the territorial integrity, sovereignty or independence of Ukraine.
