Russian Aerospace Forces (VKS) is an involved person within the meaning of the Russia (Sanctions) (EU Exit) Regulations 2019 on the basis of the following grounds: (1) VKS is or has been involved in destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine; (2) VKS is or has been involved in obtaining a benefit from or supporting the Government of Russia by carrying on business as a Government of Russia-affiliated entity in a sector of strategic significance to the Government of Russia, namely the Russian defence sector.
