ALL-RUSSIAN PUBLIC-STATE MOVEMENT OF CHILDREN AND YOUTH “MOVEMENT OF THE FIRST” is an “involved person” under the Russia (Sanctions) (EU Exit) Regulations 2019 because it is or has been
involved in (1) destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine by engaging in and providing support for the Government of Russia’s programme for the military-patriotic re-education of Ukrainian children in the Temporarily occupied territories, and (2)
obtaining a benefit from or supporting the Government of Russia in its role as a Government of Russia-affiliated entity.
