Ramon Antonio Avellan Medal is currently Deputy General of the Nicaraguan National Police (NNP). He was present in Masaya during the 2018 riots, and acted as the highest-ranking member of the National Police in Masaya during the police response. In this role, he has been involved in serious human rights violations in Masaya by coordinating the violent repression of protesters in 2018. These include serious violations of the right to life and the right to freedom of assembly.
