Joint Stock Company (JSC) GOZNAK is an involved entity within the meaning of the Russia (Sanctions) (EU Exit) Regulations 2019 because its sole shareholder is the Russian Federation, and therefore it is an entity carrying on business as a Government of Russia-affiliated entity. GOZNAK also engages in, provides support for, or promotes any policy or action which destabilises Ukraine or undermines or threatens the territorial integrity, sovereignty or independence of Ukraine through its production of passports for the Russian Federation.
