Therefore, STAN LLC is an "involved person" under the Russia (Sanctions) (EU Exit) Regulations 2019 because it is or has been involved in 1) providing goods or technology, that could contribute to destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine; 2) carrying on business in sectors of strategic significance to the Government of Russia, namely, a) the Russian defence sector; and b) the Russian electronics sector.
