Alexey Alexeevich STRELCHENKO is an involved person within the meaning of the Russia (Sanctions) (EU Exit) Regulations 2019 in that STRELCHENKO is (1) obtaining a benefit from or supporting the Government of Russia by working as a director of Perspective Technologies Agency, a person carrying on business in sectors of strategic significance to the Government of Russia, namely the Russian information, communications and digital technologies sector and Russian defence sector and (2) destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine by working as a director (whether executive or non-executive), trustee or other manager or equivalent of Perspective Technologies Agency, a person providing financial services or making available funds, economic resources, goods or technology, that could contribute to destabilising Ukraine or threatening the territorial integrity, sovereignty or independence of Ukraine.
